I have seen a lot of site owners who are confused about how to determine whether Google has penalized their site or not. If you have a manual penalty then you will have a notification in your manual actions viewer. However, you may or may not see a message in your messages center. You can still have a manual action even if your messages center is not showing a penalty message.
